E liquid, look up e cigarette shops in your area and they will sort out everything you need in a starter kit.
But if you've already kicked it?

You can of course buy e-liquids that contain zero nicotine, and sit and puff away to your heart's content, rather like a rotund version of Gandalf.
Or you can buy likkids with 3mg, 6mg, 9mg or even 18mg (cough, splutter) of nicotine in 'em.
If you get something like the pipe, then it comes with everything you need to get started. You get a hard case containing the pipe itself, two rechargeable batteries, a battery charger, and a combined wick/element. This jobbie sits in the clear tank and the wick draws up the e-liquid. They are held in place by a small spiral element within the unit, which heats up when you press gently on the chrome top of the bowl. That vaporises the e-liquid and you can then draw it in.
The batteries last me several days, cos I only smoke the pipe in the evenings. They're NiMH, so won't need replacing for ages. You would need to order some replacement wick/elements at the same time as you order the pipe (cheaper online). They last for several days or weeks, depending on how often you use the pipe and which juice you use. They simply screw in to the stem of the pipe inside the tank.
As for e-liquid (e-juice), there's a huge choice. Everything from Virginia tobacco to strawberry daiquiri! I vape a rum & vanilla juice that is delicious!
The tip here would be to go to a local e-cig shop and tell them you're thinking about it, and could you try some flavours? Then have a toot of what you fancy, and see what you think. It will also give you an idea of what a toot feels like compared to a ciggie. Then make a note of what you like, walk out of the shop and have a look at prices online, which will be much cheaper than the retail store, unless they've got a special deal going.
If you want something a bit handier for carrying in a shirt pocket, say, then look at something like a Kanger tank (the T3 I use is pictured above). This screws on top of an Ego battery (an industry standard). You would need two batteries, a charger, a tank, spare elements for the tank, and e-juice. Again, your local e-cig place might have kits on offer, or look online.
Juice over here is 2/3 the price of a packet of cigs for a 10ml bottle, which lasts for several days. Elements are cheap online, although some people even make or refurbish their own.
