Hello :)

The English -German internet dictionary "dict.cc" which usually is very good, translates "to witter" with german "quatschen, labern".

So I guess it should be English.

But mainly used to describe Welsh people, or what?

In England it's more conversation, in Scotland disputation?
 
(as a Scotsman) I've heard the phrase "wittering on" with regards to someone who talks incessantly for no reason but I think the word has an English derivation as it's not often used up here.

The meaning of the word and Joecole's joke I understood when I found the translation.

"dict.cc" is an incredible good translation tool. I never found a fault.

Translating to your own language you become 100% sure. I use it from time to time.
